Richard Ring

Senior Water Policy Advisor

Richard Ring serves as Senior Water Policy Advisor at Warwick Group Consultants, LLC and specializes in Corps of Engineers policies and practices, specifically in relation to economic analysis, plan formulation and evaluation, and economic justification. Before retirement from Federal service, Rich was the senior economist and economics team leader of the Corps’ North Atlantic Division (NAD) for seven years. He served a dual role as the lead economist of the Corps’ National Planning Center of Expertise for Coastal Flood Risk Management which is located at NAD.  Prior to that he was the senior economist at the New England District for twenty-eight years.​

​During his thirty-five year career, Rich performed economic analyses, supervised staff, reviewed analyses and coordinated final products and project studies with Corps Headquarters and the Office of the Assistant Secretary if the Army for Civil Works. He has extensive experience in the following categories of Corps projects: flood risk management - both riverine and coastal to include structural and non-structural; navigation to include deep-draft, shallow draft, and small boat harbors; ecosystem restoration, and project performance. In his role with the Coastal Center of Expertise he has worked with Corps districts and project sponsors throughout the nation to facilitate economically justified plans for the solution of coastal flood risk problems. Rich was also member of the Corps senior economist group composed of the Corps Chief Economist and the seven other division senior economists who mission is to improve the practice of economics within the Corps.​

​Rich earned his BA in Economics from Merrimack College, North Andover, MA and his MA in Economics from Northeastern University, Boston MA. He is a US Army veteran having served as a sergeant in the combat engineers.
